论土地开发模式与“人的城镇化”——兼评征地制度改革问题

摘要
国家大规模征地奠定了我国经济社会快速发展的基础,在此过程中也产生出农民失地、征地冲突等社会问题。人的城镇化本质上是农民脱离传统生产生活方式,向现代生产生活方式转变。对比珠三角、苏南和浙江地区的工业化进程,不同的土地开发模式深刻地影响当地的城镇化形态。珠三角地区由农民主导的开发模式滞缓了农民的城镇化,苏南地区由政府主导的征地开发模式促进了农民的市民化。站在人的城镇化角度看,我国现行征地制度具有合理性。
The large-scale land expropriation by the State lies a foundation for the rapid economic and social development in China,yet results in social problems like farmers' losing land and inevitable conflicts.A comparative study of the industrialization of China's Pearl River Delta region,southern Jiangsu Province and Zhejiang Province,it is revealed that different land development patterns profoundly influence the local urbanization.In the Pearl River Delta region,farmers' behavior of selling land hinders the speed of urban construction,in sharp contrast with the rapid urban construction promoted by national land acquisition in southern Jiangsu Province.From the perspective of urbanization,China's current land expropriation system is reasonable.
