高校纪检监察工作落实“三转”要求的有效途径

高校纪委作为学校党内监督专责机关,要履行好全面从严治党监督责任,纪检监察工作应该落实转职能、转方式、转作风要求,聚焦监督执纪问责主业。当前,高校纪检监察工作落实"三转"要求至关重要。但是目前落实"三转"要求存在主责主业不清晰、工作方式未统一、干部专业化及自身建设不到位等方面问题。高校纪检监察部门要积极探索通过厘清责任和监督事项,调整机构设置;把握工作主动权,加强制度建设;讲政治、重能力、促合力,建设忠诚、干净、担当的纪检监察队伍等途径将主责主业有效落到实处。
Discipline inspection departments in higher education institutes, as exclusive organs for inner Party supervision,must shoulder the supervising responsibility for comprehensive and strict administration of the Party, requirements of transforming functions, transforming methods and transforming styles to be implemented to have them better focus on the major task of supervision and discipline implementation.The requirements of the three transformations are of vital importance in the new era for the responsibility of discipline inspection in higher education institutes.Some issues are still found within this area, mainly demonstrated as vague definition of major responsibilities and tasks, divided working styles, lack of competence and professionalism within Party leaders.Active explorations are to be made by discipline inspection departments in higher education institutes to clarify their responsibilities and items to be supervised to make adjustments to structural settings; they are to take initiatives in their work to have them run through the construction of regulations; quality of politics, actual abilities, and joint forces are to be stressed for the construction of a loyal, purified and responsible supervising team to have their major responsibilities and tasks implemented.
