摘要
目前,船舶无线电导航单纯依赖卫星导航系统存在安全隐患。为了保证沿海航行安全,国际海事组织(IMO)制订的世界无线电导航计划中号召世界各成员国研究基于船舶自动识别系统(AIS)测距定位的陆基无线电导航系统,并在多次技术会议中提议将强制船舶安装天基和陆基双备份定位导航系统。本文基于中国沿海已经布设完善的AIS岸站,通过测量岸站的无线电信号实现自主定位,不仅能够满足IMO未来将强制使用天基和陆基双备份定位系统的履约需求,而且利用现有AIS系统和设备就能够达到陆基定位系统的功能要求。
        Presently, hidden dangers exist with the absolute dependence of ship's radio navigation on navigation satellite system. To ensure offshore navigation safety, the International Maritime Administration(IMO), in the Global Radio Navigation Scheme it developed, advocates the research on land-based radio navigation system based on the ranging positioning of AIS by countries around the world. It also suggests, in meetings repeatedly, the mandatory equipment of both air-based and land-based dual-backup positioning navigation systems. Based on shore-based AIS stations already established along China's coast, the paper demonstrates that the self-positioning realized through measuring radio signals of shorebased stations can not only meet the requirements for instrument implementation put forward by IMO on the mandatory application of air-based and land-based dual-backup navigation systems in the future, but also realize the function requirements of land-based positioning systems taking advantage of existing AIS system and equipment.
