文化治理视角下的乡村文化振兴:价值耦合与体系建构

摘要
乡村振兴战略是解决新时代三农问题的新指针和整体性治理的新方略,而乡村文化振兴也是乡村振兴的题中之义。在文化治理视角下阐述乡村文化振兴与乡村振兴的多重价值目标耦合,发现乡村文化产业振兴与产业兴旺目标耦合、乡村伦理文化复兴与乡风文明目标耦合、乡村自治文化重建与治理有效目标耦合、乡村农耕文化复兴与生态文明目标耦合。进而提出,应通过优化乡村公共文化服务体系,完善乡村农耕文化传承体系,建构乡村现代文化产业体系,创新乡村现代文化治理体系,加快推进乡村文化振兴,为乡村振兴战略的实施提供文化推力和精神动力。
The rural revitalization strategy is a new guide to solving the three-agricultural problem in the new era and a new strategy for overall governance,and the revitalization of rural culture is also part of rural revitalization.Explaining the coupling of multiple values of rural cultural revitalization and rural revitalization from the perspective of cultural governance,this paper finds that rural cultural industry revitalization and industrial prosperity target coupling,rural ethical cultural rejuvenation and rural civilization goal coupling,rural autonomous cultural reconstruction and governance effective target coupling,and the rural farming culture rejuvenation and the ecological civilization goal coupling.It is further proposed that the rural public cultural service system should be optimized,the rural farming culture inheritance system should be improved,the rural modern cultural industrial system should be constructed,and the rural modern cultural governance system should be innovated to accelerate the rural cultural revitalization.The implementation of the revitalization strategy provides cultural driving force and spiritual motivation.
