社会兜底保障由收入型贫困向支出型贫困延伸研究——以医疗支出型贫困为例

改革开放以来,特别是党的十八大以来,福建省社会救助事业获得了长足的发展,在救助社会困难群体方面发挥了重要的作用。但是,随着支出型贫困人口的不断出现,现有的救助体系已经不能满足困难群体的需求。课题以福建省医疗支出型贫困家庭为主要研究对象,系统回顾了福建省医疗救助事业的发展历程和基本经验,在充分调研的基础上,借鉴了国内兄弟省市的成功经验,提出了完善新时期福建省医疗救助体系的政策建议。
Since the adoption of the reform and opening-up policy, especially since the Eighteenth National Congress of the CPC, the social assistance system in Fujian Province has been developed greatly and has been playing an important role in helping the disadvantaged group. However, with the consistent appearance of expenditure poverty, the current assistance system is unable to meet the demands of the disadvantaged. Focusing on the medical expenditure poverty in Fujian, this project systematically recalls the development and experience of the medical assistance in this province and puts forward policy recommendations on how to perfect the medical assistance system in Fujian in the new era, based on abundant investigation and successful experiences of other provinces and cities in China.
