深化国有地勘单位企业化改革的思考

摘要
当前,一部分国有地勘单位企业化改革方向不可逆转。深化国有地勘单位企业化改革,既要遵循国有地勘单位改革与发展的历史规律,包括采取"试错法"的基本改革方法,选择"渐进式"的基本改革路径,遵循"自适应"的基本改革制度等。又要立足国有地勘单位改革与发展的现实困境,包括历史包袱沉重、经济基础薄弱、区域发展不平衡等。核心要加强顶层设计,解决国有地勘单位企业化改革深层次矛盾和源头性问题;关键要作出制度安排,解决国有地勘单位企业化改革适应社会化大生产和发展地勘市场经济的实质要求;重点要出台现实举措,解决国有地勘单位企业化改革自身发展理念、政府作用定位等内容。
At present,enterprise-oriented reform to part of state-owned geological exploration units is irreversible.Deepening the enterprise-oriented reform of state-owned geological exploration units should not only follow the rules of historical experiences of the development and reform of state-owned geological exploration units,such as the"trial and error"approach,the"progressive"reform path,and the"adaptive"reform system.It is also based on practical problems and conform to the theoretical logic of the development and reform of state-owned geological exploration units,including heavy historical burden,weak economic foundation,unbalanced regional development,etc.The core of solving deep-seated contradictions and source problems of the reform is to strengthen top-level design;the key of prospecting market economy and mass production requirements of the reform is to make institutional arrangements;and then focus on a real steps to address their own development concept,clear the status and functions of the government,etc.
