美国《2016国防情报局战略》解读

摘要
[目的/意义]《2016国防情报局战略》是美国国防情报局公布的最新版战略报告。通过对其深入研究分析,可以了解美国国防情报局关于其组织机构自身目标、任务、人员架构等方面的规划,以及促进组织自身绩效或情报服务能力的提升,服务于美国国防情报战略实现的策略。[方法/过程]运用文本分析、比较研究的方法,对2016版美国国防情报局战略从结构、内容、特点等方面进行解读。[结果/结论]新版战略简洁明了,以图表展示战略实施路径,形式新颖,易于操作,为研究制定国防情报机构战略提供了一个参考范例,也可为情报机构的改革与整合提供借鉴。
[Purpose/Significance]2016 Defense Intelligence Agency Strategy is the latest edition of DIA strategy report. Through deep study and analysis on it,we can learn about the U. S. Defense Intelligence Agency on its planning of organization's goals,tasks,personnel structure,as well as strategy to promote the organization's own performance of intelligence services and to enhance the ability of serving the U. S. defense intelligence. [Method/process]By using methods of text analysis and comparative study,we try to make an interpretation of the framework,content and characteristics of U. S. 2016 DIA strategy. [Result/Conclusion]The newedition of DIA strategy report is concise and clear,with the chart displaying strategy implementation path. Its form is novel,and also it is easy to operate. That provides a reference example for the research and development of national defense intelligence institution's strategy. It can also provide reference for the reform and integration of our intelligence agencies.
