国际体系转型与全球治理变革

摘要
国际体系转型表现为全球权力分布的消长,全球治理变革则是全球层面权力运用的变化,权力分布的变化常常成为全球治理变革的先导。国际权力结构变化引发国际体系的转型,而国际体系转型要求全球治理变革与之适应,它不仅挑战全球治理的有效性,也促进全球治理民主化,深化全球治理合作,为全球治理创造新的机遇。在实现国际体系平稳转型、促进全球治理和平变革的进程中,构建合作共赢的新型大国关系,增强全球治理机制的合法性与有效性将成为重要的优先选择。
The international system transform embodies growth and decline of power, and global governance reform is the use of power at the global level. So the changes in the distribution of power are always in the van of global governance reform. The changes in power structure will lead to the transform of international system which requires the reform of global governance to adopt it. Because transform of international system will not only challenge the effectiveness of global governance, but also promote its democracy and deepen global governance cooperation, and create new opportunities for new global governance. During realizing international system stably transforming and promoting global governance peacefully reforming, it is a priority to construct cooperation and win-win new pattern of relationship between great powers, and to enhance the legitimacy as well as effectiveness of global governance institutions.
