全球经济新格局下国际货币体系改革问题探讨

摘要
合理有效的国际货币体系是全球经济持续、稳定、健康运行的重要条件。国际金融危机暴露了现行国际货币体系的缺陷,全球经济新格局下,改革国际货币体系势在必行。衡量理想国际货币体系的标准可以从汇率制度、国际收支调节和国际储备货币三个方面分析。关于最优国际货币格局,国际货币的数量不是越多越好,国际货币的数量越多,交易成本越大;也不是越少越好,国际货币数量越少,造成滥用成本越大。SDR作为一种超主权货币,可以在国际货币体系改革中发挥作用。人民币加入SDR货币篮子,提高了SDR篮子货币的代表性,有助于推动国际货币体系改革。
A reasonable and effective international monetary system is an important condition for the sustained,stable and healthy operation of the global economy. The international financial crisis has exposed the shortcomings of the current international monetary system. Within the new global economic structure,it is an urgent task to reform the international monetary system. The criteria for measuring the ideal international monetary system can be analyzed from three aspects: the exchange rate system,the balance of payments adjustment and the international reserve currency. Regarding the optimal international currencies pattern,it is not true that the more number of international currencies,the better the situation becomes. Increasing international currency leads to greater transaction costs. It is not true vice versa,because less number of international currencies means greater costs of abuse. As a super-sovereign currency,SDR can play a role in the reform of the international monetary system. The inclusion of the RMB to the SDR currency basket has increased the representation power of the SDR basket currency,which contributes to the reform of the international monetary system.
