荷兰国际关系研究所:研究、教育与媒体传播相融合的全方位国际智库

摘要
[目的/意义]在全球化发展的当下,中国的诸多战略举措开始受到发达国家智库的广泛关注,而中国智库的研究实力与国际影响力仍待提升。在此背景下,本文考察荷兰国际关系研究所创新的运行机制、研究及培训方向、特色传媒方式、发展动态与实践活动,为我国智库建设与影响力的提升提供参考与建议。[方法 /过程]采用案例研究法,通过网站调研了解信息、收集数据,结合荷兰国际关系研究所相关的最新年度报告,对其现状进行考察与分析。[结果 /结论 ]荷兰国际关系研究所采用"研究所、学院与公共平台三合一"的创新运行机制,使得智库运行更为独立与高效。该智库的研究集中于国际冲突、国际安全与防卫、欧洲与欧盟、贸易全球化、可持续性等领域,同时也开始进行对俄罗斯、中国等特定地区与国家的研究。它面向世界多国提供政策建议、课程培训与交流平台,并创办智库杂志,扩大专家的媒体话语权,开通常驻播客等社交媒体账号,以及举行公开辩论会议等国内外交流活动,这些都是提升智库影响力与扩大受众的良好路径。我国智库建设也应尝试将研究与教育相结合,并为大众提供自由的交流平台,加快智库人才培养,提高自身透明度,加强国际外交合作与中国特色思想传播力度,提升媒体传播自由度,了解时下不同社群的兴趣,结合流行的媒体传播渠道,降低姿态,深入人群,从而有助于提高国内外影响力以及中国特色思想的广泛传播。
[Purpose/significance] With the development of globalization, many Chinese strategic measures have begun to receive extensive attention from think tanks in developed countries, while the research strength and international influence of Chinese think tanks still need to be improved. In this context, this paper examines the innovative operation mechanism, research and training direction, featured media communication mode, development trends and practical activities of Clingendael, in order to provide reference and suggestions for the construction of think tanks and the promotion of their influence in China. [Method/process] The case study method is adopted to get information and collect data through the website survey, and the current situation is investigated and analyzed in combination with the latest annual report of Clingendael. [Result/conclusion] Clingendael adopts the innovative operating mechanism of "three-in-one research institute, college and public platform" to make the think tank run more independently and efficiently. Its research focuses on the international conflicts, international security and defense, Europe and the European Union, trade globalization, sustainability and other areas. It has also begun to study specific regions and countries such as Russia and China. It provides policy suggestions, course training and communication platforms to many countries around the world, establishes think tank magazines, expands experts' media discourse power, hosts podcasts and other social media, and holds public debate meetings and other domestic and foreign exchange activities. All these are good ways to enhance the influence of think tank and expand its audience. Chinese think tanks should also try to combine research and education properly, provide free public communication platforms, speed up the training of think tank talents, improve the transparency, strengthen the international cooperation and the media communication of thoughts with Chinese characteristics. At the same time, they are supposed to improve media freedom, and try to understand current interest of different communities with popular media communication channels to meet their needs. In this way, the influence of Chinese think tanks will be enhanced and the thoughts with Chinese characteristics will widely spread.
