农民土地入股风险防范机制与模式研究

摘要
通过采用风险评估法,识别农民土地入股风险因素,评估了风险损失程度、风险发生概率与风险因素权重。通过构建有效的农民土地入股风险防范机制,为土地入股健康发展提供了制度保障;降低了土地入股风险,确保了新批土地合作社低风险运营;杜绝了高风险项目审批,将潜在的中风险项目化解为低风险;保障并逐步提升了入股农民收益,进一步推广农民土地入股,提升农民土地入股比例;确保了集体经济健康发展,实现了农业产业化、集约化、科学化经营。
The risk assessment method was adopted to identify the risk factors of farmer's land investment as shares,and to evaluate the risk loss degree,risk occurrence probability and risk factorial weight. An effective risk prevention mechanism of farmer's land investment as shares was established,and it provided system guarantee for the healthy development of farmer's land investment as shares,reduced the risk of land investment as shares,ensured the low-risk operation of new batch of land cooperatives,completely eradicated the approval of high-risk projects,resolved the potential middle-risk projects to low-risk projects,guaranteed and gradually increased the income of the farmers who have taken part in the shares,further popularized farmer's land investment as shares,promoted the proportion of farme's land in the shares,guaranteed the healthy development of the collective economy,and realized the industrialized,intensive and scientific management of agriculture.
