江苏省铁路存量土地综合开发对策研究

摘要
在解读我国铁路土地综合开发相关政策文件的基础上,从交通区位条件、开发成本、开发潜力、开发流程、用地指标以及弥补铁路建设资金缺口、盘活铁路用地资源、促进新型城镇化发展等方面,分析了铁路存量土地开发的优势与意义;通过分析铁路存量土地开发的可行性,提出了江苏省铁路存量土地开发流程设计思路;从地方政府在铁路土地开发中的作用、省级主管部门在铁路土地开发中的管理职能、综合开发收益与分配机制、综合开发模式等方面,提出了江苏省铁路存量土地开发对策措施,对其它省区的铁路土地综合开发具有指导意义。
Based on the interpretation of the comprehensive development of Chinese railway land, this article analyzed the advantages of the railway stock of land development and significance,on the basis of relevant policy documents from traffic location conditions, development cost, development potential, development process, the index of land use, and making up the railway construction fund gap, revitalizing the railway land resources, promoting the development of new type of urbanization, etc..Through the feasibility analysis of the development of railway stock land, the article put forward the railway stock land development process design of Jiangsu province. Put forward the countermeasures for the development of railway stock land in Jiangsu province from aspects ofthe role as the local government in railway land development, the administrative functions of provincial competent departments in railway land development, comprehensive development revenue and distribution mechanism, and comprehensive development mode. It is of guiding significance to the comprehensive development of railway land in other cities.
