气象精准扶贫工作思考——以山西为例

摘要
通过对山西省气象局在广灵县多年扶贫工作的调研,认为要搞好精准扶贫工作,需要气象部门的主动积极参与,找准气象服务与精准扶贫工作的结合点,加强气象为精准扶贫服务能力的建设,将气象服务主动融入到精准扶贫工作中。本文介绍了该贫困区的总体情况,总结了近年来山西省气象局结对扶贫工作的亮点,分析了影响贫困地区脱贫致富的因素,提出了精准扶贫实践给气象部门带来的启示。建议气象服务精准扶贫应从开展贫困群众气象服务需求调研入手、完善气象信息发布渠道、提高气象服务效益、提高贫困人群防灾减灾能力等4个方面开展工作;气象部门应进一步加强基础业务工作,细化气候区划,开展特色气象服务,保持技术人员的稳定和培养,为气象服务精准扶贫的可持续发展提供保障。
Through investigating the poverty alleviation work of Shanxi Meteorological Bureau in Guangling County over the past few years, we know that it is necessary for the meteorological departments to actively take part in and find out the joint point of meteorological service and precise poverty alleviation work, in order to strengthen the capacity building andintegrate meteorological services into the precise poverty alleviation work. In this paper, the poverty area's situation was introduced,highlights of Shanxi Meteorological Bureau's poverty alleviation work was summarized, factors that affect the alleviation of poverty and achieving prosperity were analyzed, and some inspirations brought by precise poverty alleviation work to meteorological departments were proposed. The paper suggests that meteorological service for precise poverty alleviation should do jobs from the 4 following aspects: investigating the demand of poor people for meteorological service; increasing the distribution channels of meteorological information; improving the benefit of meteorological service; enhancing the ability of poor people to prevent and reduce disaster. The meteorological departments should also strengthen basic business work, refine climate zoning, carry out special meteorological service, keep stability and cultivation of technicians and provide guarantee for the sustainable development of meteorological services for precise poverty alleviation.
