农村贫困治理:可行能力、内生动力与伦理支持

摘要
贫困主体具有多样化,致贫原因具有多因性,贫困程度具有多层次性的差异。可行能力是人们获得各种资源必须具备的基本能力,可行能力不足是贫困群体致贫的主要因素;内生动力是贫困主体摆脱贫困的思想条件,激发贫困群体的内生动力是脱贫攻坚的力量源泉。贫困治理必须关注个体因素的差异,要给予不同贫困群体不同的政策和措施。差别对待必然涉及到公平正义问题,治理贫困有技术问题,但是更重要的是伦理问题,不能获得伦理支持,技术就会陷入具体情况复杂性带来的公正拷问。伦理支持是一种分析思路,同样也是一种治理路径,农村贫困治理要以公平公正的伦理关怀精神,精准识别贫困户,精准采取扶贫措施。
People in poverty are diversified,and the causes of leading to poverty are multi-factorial.Poverty has lots of differences.Capability is the essential ability that people have to oppose in order to acquire various resources,and capability shortage is the basic factor leading to people's poverty.Internal impetus is the idealistic condition for poor people to get rid of poverty and motivating poor people's internal impetus is the strength source of poverty alleviation.Therefore,poverty governance must be paid attention to the differences in individuality,and different poverty groups must be given different policies and measures.Different treatments have to cover equality and justice,for poverty governance has technique problems,and more importantly,ethics problems.Without ethical support,technology will fall into justice torture,which the complexity of specific circumstances brings about.Ethics support is an analytic thinking pattern and meanwhile,and it is an administration path as well.Rural poverty governance needs equal and justice ethical caring spirit to recognize exactly people in poverty and take exact poverty-alleviation measures.
