摘要
生活垃圾焚烧发电厂的"邻利型"运营是社会发展的必然要求,经过前期对国内先进生活垃圾焚烧发电厂的深度调研,总结出4种"互利三角闭环"的运营管理模式。在总结前期调研成果的基础上,分析各模式的适用性和局限性并提出改进建议,形成更加稳固的"互利三角闭环"。另外,还针对调研中的其他问题进行总结,提出项目选址、政策支撑和监管体系3个方面的建议。
"Yes in My Backyard(YIMBY)"operation and management is the inevitable request for municipal solid waste incineration power plant. After the preliminary in-depth investigation,four types of YIMBY "Mutual Benefit Triangle Close-Loop "operation and management mode were summarized. On the basis of summarizing the research results,the applicability and limitation of each mode were analyzed and improving suggestions were provided to reach a more solid mode. In addition,more suggestions were proposed according to the investigation,which related to project location,policy support and supervision system.
