财政保障与区域基本公共服务供给——以皖江城市带为例

摘要
如何提高基本公共服务供给水平是当前区域经济发展的热点话题。本文通过对皖江城市带的财政能力、财政支出结构和基本公共服务供给比较,理清了财政保障是影响区域基本公共服务供给的关键环节,而这又与区域经济发展水平,地方政府的绩效考核制度,基本公共服务供给体制,财权与事权之间的关系紧密相连。为此,必须通过加快区域经济发展,重构地方政府绩效激励方式,优化财政转移支付制度,创新基本公共服务供给模式等有效途径来实现区域基本公共服务的供给水平,最终达到基本公共服务均等化的目标。
How to improve the level of basic public service supply is a hot topic in the current regional economic development. This paper compares the financial ability,financial expenditure structure and basic public service supply of Wanjiang City belt,clarifies that the financial security is the key link of the regional basic public service supply,which is closely related to the level of regional economic development,the performance evaluation system of local government and the relationship between the financial authority and powers. Therefore,it is necessary to speed up the development of regional economy,reconstruct local government performance incentives,optimize the financial transfer payment system and innovate basic public service supply mode and other effective ways to realize the regional basic public service level,and ultimately achieve the basic goal of equalization of public services.
