“一带一路”基础设施建设PPP模式的应用及风险规避

摘要
"一带一路"沿线国家基础设施的缺乏给PPP模式带来了广阔的发展空间,PPP模式与基础设施建设融合更是推动"共商、共建、共享"原则的关键一步。然而,沿线国家复杂的政治与社会环境,使得PPP模式在运用中存在各种挑战。通过对PPP模式在"一带一路"倡议下的风险进行分析,本文提出界定双方责任范围、优选政局稳定的国家、加强双方沟通协商、政府兜底担保等七条具体措施,以及国家应加强顶层设计、建立监管制度、构建交流平台等建议。
The lack of infrastructure in the countries along the Belt and Road brings a variety of opportunities for the development of PPP mode. The integration of PPP mode and infrastructure construction is a key step to follow the principles of extensive consultation, joint contribution and shared benefits. However, the complicated political and social environment in the countries also pose various challenges for the PPP application. By analyzing the risks of PPP application under the Belt and Road initiative, this paper puts forward seven specific measures,including defining the responsibilities of both parties, selecting countries with stable political situation, strengthening bilateral communication and consultation, and carrying out government guarantee to ensure basic benefits. Besides, the author proposes that the central government should enhance top-down planning, establish a regulatory system and build an exchange platform.
