摘要

作为推进服务型政府建设和直接履行政府职能的重要主体,基层公务员公共服务能力不仅集中体现着政府的公共服务水平,同时也关乎推动政府职能转变和提供优质公共服务。因此,优化基层公务员公共服务能力已成为一项重要的战略任务。以服务型政府为背景,阐述了基层公务员公共服务能力的内涵,探讨了目前基层公务员公共服务能力建设存在的问题,并提出了强化公共服务意识、完善培训制度、理清岗位职责和健全激励机制等建议,以提高公共服务的效率和质量。
        As the subjects of improving and implementing government service, the grass-roots public servants' capabilities not only reflect the public service capability the government, but also affect the transformation of government duty and providing of excellent public service. Thus, improving the public service capability of grass-roots civil servants is a strategic move. This paper elaborates on the definition of public service capability and the problems in grass-roots civil servants' capability construction, coming up with the suggestions of enhancing public service awareness, improving training system, clarifying duties of different positions and strengthening motivation mechanism to improve the efficiency and quality of public service.
