新型智慧城市建设的逻辑与重构

摘要
新型智慧城市建设是提升我国城市治理水平、完善城市服务功能、满足人民日益增长的经济文化需要的重要战略支撑。全面回顾和系统分析我国智慧城市建设的发展阶段,梳理发展过程中的特征和存在问题,对我国智慧城市建设进行全面总结,思考并探索与新型智慧城市内涵、特征、理念相协调的建设逻辑。在借鉴国内外智慧城市建设实践经验基础上,结合我国实际现状,对新型智慧城市建设的思路、机制、方法等方面进行重构。
The construction of a new smart city is an important strategic support to improve China's urban governance, improve urban service functions, and meet the people's growing economic and cultural needs. Comprehensively review and systematically analyze the development stage of China's smart city construction, sort out the characteristics and existing problems in the development process, comprehensively summarize the construction of smart cities in China, and think about and explore the construction logic that is compatible with the connotation, characteristics and ideas of new smart cities. Based on the experience of domestic and foreign smart city construction, combined with the actual situation of China, the paper reconstructs the ideas, mechanisms and methods of new smart city construction.
