“群链网”三位一体现代贸易金融产业体系的构建——基于义乌实践的中国贸易金融改革开放图景

在贸易经济出现集群化、供应链化和互联网化趋势之时,贸易金融也需适应性改革开放和创新发展。义乌贸易经济代表着中国贸易经济的先进性和一类发展方向。义乌是以小商品市场闻名于世的贸易经济发达城市,其金融应"脱虚向实",大力培育和发展战略性新兴贸易金融产业。义乌在贸易金融改革开放取得巨大成就的基础上,与积极探索高效贸易金融新模式的改革开放目标相对应,构建"群链网"三位一体现代贸易金融产业体系具有战略新机遇和现实基础。在"五大新发展理念"统领下,彻底转变思想观念,从"群""链""网"三维度构建一个包括核心贸易金融产业层、外围贸易金融产业层和贸易金融生态环境层三个层次、多业并存、横跨内外、纵贯价值链、庞大立体的现代贸易金融产业体系框架。着重从规划产业布局、优化产业结构、加快产业创新、引入产业资本、引导产业投向和加强产业监管等方向路径对其进行培育和发展。其成功经验将可向全国复制和推广,加快新时代中国现代贸易金融的高质量、高水平和高效率发展。
When trade economy is clustered, chained in supply and Internetized, trade finance needs adaptive reform and opening up and innovation. Yiwu trade economy represents the advancement and one of development directions of China's trade economy. As well-known for its small commodity market throughout the world, Yiwu, the developed city in trade economy, should even more transform its finance from fictitious economy to the real one and energetically cultivates and develops strategic emerging industry of trade finance. Yiwu has made great achievements in trade financial reform and opening up, and in this case, corresponding to the reform goal of active exploration of efficient new mode of trade finance, structuring three-in-one industrial system of modern trade finance of "group chain network" has new strategic opportunity and realistic foundation in Yiwu. Radically changing thoughts and ideas under the guidance of "five new development principles", the city builds the frame of industrial system of modern trade finance via the three dimension of "group", "chain" and "network" which consists of three layers of industrial layer of core trade finance, industrial layer of peripheral trade finance and ecological environmental layer of trade finance and which has other features of multi-patterns coexistence, stretching across the inside and outside, bestriding value chain and three-dimensional structure. The frame will be cultivated and developed with the heavy use of planning industrial layout, optimizing industrial structure, accelerating industry innovation, introducing industrial capital, guiding industrial orientation, strengthening industrial supervision and so on.
