摘要
太湖流域平原河网地区水文情势复杂,水资源开发利用程度高,本地水资源不足,需从长江引水和上下游重复利用弥补。2018年5月,国家发改委、水利部联合批复《太湖流域水量分配方案》,明确太湖流域各省(直辖市)要按方案确定的水量份额,合理配置水资源,流域机构要制定年度水量分配方案,加强水资源统一管理。以太湖流域水量分配方案为依据,采用太湖流域水量水质数学模型,模拟2019年工况条件下不同频率典型年重要河湖的进出水量,结合近年流域重要河湖实际进出水量情况、2019年的预测降雨等,提出河道内水量分配的拟定方法及2019年重要河湖河道内的分配水量,为落实年度水量分配方案提供基础支撑。
Due to the complexity of hydrological regime of river networks and high intensity of water development in plain areas of Taihu Lake Basin, water shortage has been found in some regions where divert water from the Yangtze River or transfer water from upstream to downstream. In May of 2018, Water Allocation Plan for Taihu Lake Basin was approved by the National Development and Reform Commission and Ministry of Water Resources. It stipulates the amount of water for each province or municipality in Taihu Lake Basin, and requires that water should be allocated properly and managed in an integrate way in accordance with the plan issued by the river basin authority. Based on the water allocation plan, modelling of inflow and outflow of major rivers and lakes of typical years under different frequencies and working condition in 2019 is conducted by water quality and quantity mathematical models. It also uses proposed methodologies for water allocation within river courses and 2019 water allocation plan for major rivers and lakes, in order to provide a base for implementation of annual water allocations.
