摘要
权力来源于影响力,而影响力本质上是一种说服,常常需要借助策略性的传播,传播的权力由此产生。传播力是一切权力运作的核心要件。社会秩序的维护和改变,无不有赖于有效的传播,因此传播本质上是社会各利益相关方在特定技术、政治、社会、文化环境下的利益和价值观争霸和博弈的过程。传播又是天然具有偏向的,具有政治、资本和技术权力优势的一方,总是在这样的博弈中居于有利位置,因此技术赋权并不总是均等的。网络时代的传播力,一方面体现在国家和大企业对普通用户个人隐私和使用行为数据日益变本加厉的收集和滥用上,这种监视和用户数据滥权行为,常常以维护国家安全或改善用户使用体验之名行之;另一方面,这种传播力体现在我们的日常生活中较之以往任何时候,都更加依赖于技术平台和各种内容所构建的日常生活场域,尽管这样的平台具有各种偏向,而网络内容也常常真假难辨,体现了典型的后真相时代的交往实践之特点。在这样的时代,谁拥有作为一种影响力的传播力,谁就拥有这个时代真正的权力,从定义现象的性质,到推动变革的方向。
        Power comes from influence, and influence is essentially a persuasion.Persuasion often requires strategic communication, through which the power of communication arises. Communication is at the core of all power operations. The maintenance and change of social order depends on effective communication. Therefore, communication is essentially the competition of interests and hegemony among various stakeholders in a specific technical, political, social and cultural environment. Communication is naturally biased, as those who possess political, capital, and technological power advantages are always in a favorable position in such a competition, thus technical empowerment is not always equal. The spread of the communication power of the Internet era, on the one hand, is reflected in the increasingly intensive collection and abuse of privacy and data of ordinary users by the state and large enterprises. Such surveillance and abuse of users' data was often conducted in the name of national security protection or user experience improvement. On the other hand, this communication power is reflected in the fact that we are more dependent on the technology platform, as well as the scenarios constructed by them in our daily life, even though such a platform has its biases, and it's difficult to distinguish the truth of it. This trend reflects the characteristics of the typical post-truth era of communicative practice. In such an era, those who has the communication power as an influence will possess the true power, from defining the nature of a phenomenon to driving the direction of change.
