长三角地区加快发展战略性新兴产业的现状与对策——基于湖州市南浔区的调研

摘要
为贯彻新发展理念,建设现代化经济体系,优化产业结构,发展战略性新兴产业,文章以地处长三角的湖州市南浔区为样本,调研其先进装备、新能源、生物医药三大产业,指出存在的三点问题:一是起点低、技术弱,战略性新兴产业整体水平不高,科技含量较低;二是规模小、实力弱,战略性新兴产业整体规模不大,综合竞争实力不强;三是前景好、现状忧,战略性新兴产业整体市场前景广阔。最后提出对策建议:狠抓关键环节,搭平台、引项目;加速开放合作,抓技术、促转化;强化市场运作,会搭台、能唱戏;用活金融手段,引资本、强合作;着眼要素保障,想方法、破制约;优化发展环境,立规划、出政策;探索机制创新,强领导、优考核。
In order to carry out the new development concept and build a modern economic system,the industrial structure is optimized and the strategic emerging industries are better developed.In this paper,the delta of Nanxun District of Huzhou city as a sample,the advanced equipment,new energy,bio medicine and other three major industries for the investigation,put forward three problems,one is the low starting point,technology is weak,the overall level of strategic emerging industries is not high,technology content is low;two small scale,weak strength,strategic emerging industry overall size,comprehensive competitive strength is not strong;the three is a good prospect and present situation of worry,strategic emerging industry overall market prospects,but the Nanxun part of the industrial development situation is worrying.Finally,summarizes the countermeasures and suggestions,to grasp the key links,take the platform,lead the project;to speed up cooperation,grasping technology and promote the transformation;strengthen the operation of the market,will set up the stage,singing can;by means of financial,lead the capital,strong cooperation;focus on the elements of security,to methods,breaking restriction;optimize the development environment,legislation,planning apolicy;to explore the mechanism of innovation,strong leadership,excellent performance.
