“订单农业”经营模式在现代农场发展过程中存在的问题研究——基于河北地区中捷友谊农场的实地调研与分析

摘要
随着乡村振兴战略的实施,把握河北省国有农牧场发展的现状,分析现代农场发展订单农业的问题,从而得出如何利用订单农业产销一体化经营模式解决现代农场农业发展中产业结构不合理、经营者素质有差距、政策落实参差不齐、农业生产资料尤其是化肥农药的投入量增长较快、农产品市场体系存在不足、农业产业化经营程度低等问题。对中捷友谊农场龙头企业的生产基地以及基地农户进行实地调研,从中捷友谊农场的农业发展基础入手,分析中捷友谊农场在发展订单农业经营模式中的经验。并在此基础上,提出了现代农场发展订单农业经营模式的实现机制:加强政府的引导和管理,使订单农业规范化发展;龙头企业发力,进一步完善农业产业化经营体制;以科技为依托、"互联网+"为手段,实现"按需订制模式"。
With the implementation of rural revitalization strategy,we should grasp the current situation of the development of state-owned ranches in Hebei Province and analyze the problems of developing order agriculture in modern farm. The industrial structure is unreasonable in the development of modern farm agriculture, the quality of the operators has some difference, the policy implementation is uneven, the input of agricultural means of production especially chemical fertilizers and pesticides raised rapidly,the market system of agricultural products is also deficient, and the industrialization degree of agriculture is low. The production base and farmers of the leading enterprise in China Czechoslovakia Friendship Farm were investigated. The experiences in developing order agriculture management mode of China Czechoslovakia Friendship Farm were analyzed. The implementation mechanism of developing order agricultural management mode in modern farm was given including strengthening the government's guidance and management to realize the standardized development of order agriculture,leading enterprises making great efforts to further perfect the agricultural industrialization management system,and realizing the mode of order according to demand relying on technology and by means of internet+.
