摘要

为改变过去军用物资粗放式的供应保障模式,走精确化物资保障道路,指出军用物资配送服务采购符合国家军民融合发展战略,利于提高物资联勤保障效率,能够解决部队特殊运力需求等重要意义。分析我国目前已经具备开展配送服务采购的物质基础、法律法规保障和社会人员力量等可行性,并可借鉴美军开展运输服务采购成熟的经验和做法。
        To shift procurement mode from extensive supply to precision support,the paper aims at military materials distribution service,analyzes the necessities such as meeting the needs of state's civil-military integration strategy,improving materials supply efficiency,and satisfying troop's special demand for transportation resources. It also demonstrates it's feasible to purchase distribution service due to our country's substantial material basis,perfect laws and regulations,adequate social sectors,and US army's mature practices.
