摘要

社会保障制度是市场经济不可或缺的重要支柱。甘孜藏区的社会保障制度从1986年起步以来取得了较大的进展和成效,对甘孜州的改革、发展、安定发挥了重大作用;但因经济发展落后、地域条件制约、传统观念滞后等因素的影响,民族地区的社会保障制度仍然存在很多的问题,需要进一步改变固有的思维模式,改进和完善民族地区的社会保障体系。
        The social security system is an integral part and an important pillar of the market economy.The social security system in Ganzi Tibetan Autonomous Prefecture has made ??greater progress and effectiveness since its start in 1986 and has played a major role in the reform,development and stability of Ganzi;however,its economical backwardness,geographical constraints,and lag-behind traditional concepts still caused a lot of problems in implement of social security system in ethnic minority areas.Therefore,it is necessary to further change the inherent mindsets in order to improve and perfect the social security system of ethnic regions.
