天津市放射卫生行政处罚情况分析及对策建议

摘要
目的:分析天津市2017年放射卫生行政处罚案件情况,了解和掌握天津市放射卫生行政处罚现状和存在问题,为下一步制定工作计划提供科学依据。方法:对2017年1月1日至12月31日天津市市、区两级监督机构办理并已结案的放射卫生行政处罚案件进行统计分析。结果:天津市放射卫生行政处罚案件220件,案件总数比2016年增长1.72倍,罚没款金额34.23万元,比2016年增长81.02%。放射卫生行政处罚案件的常用案由较集中在未经批准擅自变更放射诊疗项目或者超出批准范围从事放射诊疗工作和未办理诊疗科目登记或者未按照规定进行校验。案件来源主要是日常监督检查发现,占97.28%。结论:2017年天津市放射卫生行政处罚案件各项指标均有所增长,2018年应继续将卫生行政处罚案件指标纳入项目化管理质量控制考核工作,继续加大监督检查力度,严肃查处违法行为。
By analyzing the cases of radiological health status and problems,to provide the basis for the next step of work plan.Statistical analysis was conducted of the radiological health administrative penalty cases between January 1 and December 30,2017.The number of Tianjin radiological health administrative punishment cases is220,increased by 1.72 times than 2016.The total amount of the fine is 0.3423 million yuan,increased by 81.02%than 2016.The commonly used causes of administrative punishment cases relatively concentrated in changing the radiological diagnosis and treatment projects,without approval or to engage in radiological diagnosis and treatment beyond the approved scope,and failing to register the medical treatment course or failing to check it according to the regulations.The source of these cases source mainly from daily supervision and inspection,account for 97.28%.Tianjin radiological health administrative penalties have increased in all the indicators in 2017.We should continue to bring health administrative penalty cases indicator into the project management quality control inspection work,continue to strengthen the supervision and inspection,seriously investigate illegal activities.
