美国单边主义对全球治理体系的影响以及我国参与全球治理的应对策略

摘要
"美国优先"成为特朗普上台后政府的核心利益价值诉求,而"美国优先"主张涉及一系列单边主义政策行动,这从根本上打破了全球治理的多边原则和方式,也是美国国家治理对全球治理的单边渗透,给未来全球治理体系格局带来巨大的不确定性,也在很大程度上弱化我国在全球治理体系中的影响力和相应地位,加剧了双方在全球治理领域长期存在的竞争和矛盾,并且中美在全球治理理念、目标、方式等方面的分歧也不可避免地导致双方在具体问题方面的摩擦呈长期化常态化发展态势,给我国参与全球治理带来重大挑战,但美国单边主义在国际社会上面临诸多质疑的同时,也在一定程度上为我国开辟区域治理新格局创造了空间,并且考虑到中美在全球治理领域仍具有广泛的合作前景和共同利益,未来应做好充足的战略储备,坚持在多边框架下解决全球性问题,以多边共治的方式推进全球治理体系改革,同时妥善管控中美两个大国之间的分歧,增信释疑,促进双边关系的良性互动,以此带动全球最大的两个经济体在全球治理领域的合作,为我国继续在全球治理领域发挥应有的作用减少障碍。

The unilateral penetration of national governance on global governance has brought enormous uncertainty to the future global governance system,and it has also greatly weakened China 's influence and corresponding position in the global governance system,exacerbating the two sides' global governance. The long-standing competition and contradictions in the field,and the differences between China and the United States in terms of global governance concepts,goals,and methods also inevitably lead to a long-term normalization of the friction between the two sides on specific issues,bringing China's participation in global governance. Major challenges,but while US unilateralism faces many questions in the international community,it also creates space for China to open up a new pattern of regional governance,and considers that China and the United States still have broad prospects for cooperation in the field of global governance. Common interests,the future should be adequate strategic reserves,adhere to multiple borders To solve global problems,promote global governance system reform in a multilaterally coordinated manner,and properly control differences between China and the United States,increase trust and dispel doubts,and promote positive interaction between bilateral relations,thereby driving the world's two largest economies. Cooperation in the field of global governance has reduced barriers for our country to continue to play its due role in the field of global governance.
