基于双通道信息传递机制的天津地铁应急调度指挥模式研究

摘要
在城市轨道交通大发展时期,地铁作为其核心构成,它的运营安全对人民群众生命和财产安全的重要性日益突显,建立一套科学、高效的应急调度指挥体系,提高企业的应急处置能力,具有十分重要的意义。在分析国内城市轨道交通应急调度指挥基本模式的基础上,通过梳理天津地铁应急处置过程中政府机构、外部力量、运营企业、社会大众4类参与方的内在联系,建立了应急信息层和运营信息层双通道信息传递机制的应急调度指挥模式,突出了现场指挥、控制中心、应急指挥中心的核心作用,分散了指挥节点,提高了信息流转效率和可靠性。
In the period of great development of urban rail transit, as its core component, the importance of the operational safety of the metro to the lives and property of the people is increasingly prominent. It is of great significance to establish a scientific and efficient emergency dispatching command system to improve the emergency response capability of enterprises. Based on the analysis of the basic mode of domestic urban rail transit emergency dispatch and command, through collating the internal relations between government agencies, external forces, operating enterprises, and the public in the emergency response process of Tianjin Metro, The emergency dispatching command mode of the emergency information layer and the operational information layer dual-channel information transmission mechanism is established, which highlights the core functions of the on-site command, control center and emergency command center, disperses the command nodes, and improves the information transfer efficiency and reliability.
