摘要
年、月度直接交易是本轮电力体制改革的重要特征,机组的交易电量合同作为月度计划制定的约束条件,要求刚性完成。因此,调度部门如何在综合考虑未来月电力平衡、电网安全、机组运行约束的前提下,对电厂签订的电量交易合同进行精细的月前安全校核、分析交易电量合同能否完成,是本轮电力体制改革面临的重要难题。对此,提出了适应月度直接交易的电量安全校核模式、模型和方法,能够在满足电网运行安全约束的前提下,基于闭环考虑电网安全约束的优化内核,量化分析校核月度交易电量合同的可执行性,实现对机组电量完成情况的预控。中国某省级电网算例的测试验证了所提出模式、模型与方法的有效性。
        Yearly and monthly direct transaction is an important characteristic of current round electricity system reform,and as constrained conditions for monthly plans formulating,transacted electricity quantity contract of the unit is required to be finished rigidly.Therefore,on the premise of comprehensively considering constrains to future monthly electricity balance,power grid security and generator operation,it is an important problem in electricity system reform for dispatching departments to conduct precise monthly security checking on electricity quantity transaction contracts and analyze performance of contracts.Thus,this paper presents security checking mode,model and method for electricity quantity adaptable to monthly direct transaction which can be used to quantitatively analyze performability of monthly transacted electricity quantity contracts and realize precontrol on performance of electricity quantity on the premise of satisfying security constrains to power grid operation and based on close-loop consideration of optimized kernel for power grid security constrains.Testing on one provincial power grid in China verifies effectiveness of the proposed mode,model and method.
