摘要

当前,中国经济新常态下的煤炭行业正经历转型升级新时期,兼并重组将是转型升级的主旋律。这期间煤炭企业在生产经营上将面临更加困难和复杂的局面,已经出现并将继续出现一些新的安全管理问题,传统的煤矿安全管理模式将很难适应新的形势要求。本文详细分析了煤炭行业在新形势下安全管理中出现的新问题,研究了其产生的原因、特点和解决难点,并分别从企业内部管理以及外部监督监管两方面针对性地提出了解决当前问题的法制对策、技术对策、教育培训对策。强调了创新思维和依法治安在改进煤矿安全管理模式中的重要性,力求将新常态下煤矿安全管理水平提升到新的高度。
        At present,the coal industry under the China's economy new normal is undergoing transformation and upgrading,the theme will be the merger and reorganization.During this period the production and operation of coal enterprises will face more difficult and complex situation,several new problems of safety management have emerged and will continue to appear,traditional coal mine safety management model will be difficult to adapt to the new situation demands.This paper analyzes the new problems emerged in safety management under the new situation of the coal industry,studies the causes of the problems,characteristics and solve difficulties.And puts forward legal measures,technical measures,education and training countermeasures to solve current problems contrapuntally from two aspects of the enterprise internal management and external supervision and regulation respectively.Emphasizes the importance of innovative thinking and security governance according to law to improve coal mine safety management mode,and strive to enhance coal mine safety management under the new normal level in improving a new height.
