我国民生性财政支出对经济发展的影响研究

摘要
从经济增长总量和经济增长质量两个角度来衡量经济发展水平,并利用2004—2014年我国30个省区市的面板数据,考察了民生性财政支出对经济发展的影响。研究发现,民生性财政支出比重的增加对经济增长总量的影响不显著,但却显著提升了经济增长质量;民生性财政支出效率的提高可促进经济增长总量和质量的同步提升;民生性财政支出对经济发展的影响存在地区性差异和阶段性差异,各分项支出对经济发展的影响也存在异质性。为实现经济的高质量发展,应完善财政支出结构,提高民生性财政支出效率,充分发挥民生性财政支出在"保增长"和"惠民生"方面的双重作用。
This paper measures the level of economic development from the perspectives of total economic growth and the quality of economic growth and uses the panel data of 30 provinces in China from 2004 to 2014 to empirically examine the impact of fiscal expenditure for people's livelihood on economic development. The study found that the increase in the proportion of fiscal expenditure for people's livelihood has no significant impact on the total economic growth,but it has improved the quality of economic growth. The improvement of the efficiency of fiscal expenditure for people's livelihood can promote the simultaneous increase of the total amount and quality of economic growth. There are regional differences and staged differences in the impact of fiscal expenditure for people's livelihood on economic development. The impact of various sub-items on economic development is also heterogeneous. In order to achieve high-quality economic development,we should improve the structure of fiscal expenditure,improve the efficiency of fiscal expenditure for people's livelihood,and give full play to the economic and social effects of fiscal expenditure for people's livelihood.
