中国基层政府数字治理的伦理困境与优化路径

摘要
随着数字化技术的快速发展、中国基层政府治理模式的逐步转变以及基层民主化程度的不断提高,基层数字治理应运而生。当前中国基层政府在数字治理中主要面临行政政策、组织、制度和人员伦理方面的困境,基层数字治理发展存在能力不足、"内核"空洞等问题,而强化基层政策顶层设计、构建基层组织伦理体系、加强基层属地管理以及提高基层行政人员伦理自主性成为实现基层政府数字治理系统化、规范化、制度化和高效化的可行路径。基层数字治理的发展不仅要解决技术层面的难题,更要从伦理道德角度进行制度设计,推动数字治理的人性化建设。
With the rapid development of digital technology, the piecemeal transformation of the governance mode of grassroots government in China and the continuous improvement of the democratization degree of grassroots, grassroots digital governance emerges at the right moment. At present, China's grassroots government mainly faces the dilemma of administrative policy, organization, system and personnel ethics in digital governance. The development of grassroots digital governance deals with the problem of insufficient capacity of and "empty core". Intensifying the top layer design of grassroots policies, building the grassroots organizational ethics system, strengthening the grassroots "territorial management" and improving the ethical consciousness of grassroots administrative personnel have become a feasible path to realize the systematic, standard, institutional and efficient digital governance of grassroots government. The development of grassroots digital governance should not only solve the technical problems, but also design the system from the perspective of ethics so as to promote the humanized construction of digital governance.
