民办教育地方新政:突破、困局与走向——基于29省民办新政文本的分析

摘要
地方新政是我国民办教育分类管理改革制度框架中的重要组成部分。在党建、财政扶持、师资建设、税费优惠、规范治理及现存学校转设等方面,各地力图开展局部突破和创新,但整体看,地方新政在过渡期设置、转设程序、税费补交以及补偿奖励办法等关键环节上仍有较大改进空间。为进一步推动民办教育分类管理改革,各地应及时吸收国家最新改革精神,加快完善地方新政配套政策,重点明确转设程序及奖补政策,加强现代治理体系建设,推动营利性民办学校在更公平的环境中发展。
        New local policy is an important part of the institutional framework of the classified reform of non-governmental education in China. In party building,financial support,teaching team construction,tax credit,standardized management and existing school transformation,local governments turn around to carry out partial breakthrough and innovation. However,overall new local policies still have big rooms for improvement in key aspects such as the transition period setting,transfer procedure,tax and fee compensation,and compensation and reward method. In order to further promote non-governmental education reform of classified management,local governments should further absorb the latest reform spirit,accelerate the speed of making supporting policy,clearly focus on setting procedure and award policy,strengthen the construction of modern management system,and promote the development of for-profit schools in a fair environment.
