摘要
在自然灾害、社会事件、反恐处突等各类事件中,保障应急作业区域内的信息通信是重要的工作内容之一。针对应急作业中的通信模式开展分析,归纳比较现有的典型应急通信方式的技术特点,梳理应急作业中的各种数据类型、各层级作业人员对通信的需求。设计融合多种通信手段的天地一体化应急通信模式,实现在三层级应急作业体系下的主要应急作业数据的通信。根据基础通信条件的完好性的不同,针对典型应急作业场景提出两种不同的应急通信网络方案。
        In various incidents such as natural disasters, social events, and counter-terrorism, it is an important work content to ensure information communication in the emergency operation area. The communication mode in the emergency operation is analyzed, and the technical characteristics of the existing typical emergency communication methods are summarized. The various data types in the emergency operation and the communication requirements of the operators at all levels are sorted out. The space-ground emergency communication mode that integrates multiple communication means is designed to realize the communication of the main emergency operation data under the three-level emergency operation system.According to the integrity of the basic communication conditions, two different emergency communication network schemes are proposed for the typical emergency operation scenario.
