摘要
跨国跨洲电力交易机制是推动全球能源互联网发展,实现世界能源清洁低碳转型和经济社会可持续发展的重要途径。本文首先分析了跨国跨洲电力交易情况及交易机制现状,在此基础上,根据激励相容、市场规制以及深度博弈等理论,面对跨国跨洲电力互联互通的发展趋势,提出跨国跨洲电力交易机制设计目标与思路。重点针对邻国互联、跨多国远距离互联和区域一体化互联三种场景,创新探索设计相应的跨国跨洲电力交易机制,促进清洁能源大规模开发、远距离传输和大范围配置,为各参与国和市场主体带来价值收益,实现清洁可持续发展目标。
        Cross-border and cross-continent electricity trading is one of the most important factors to realize clean energy transmission and utilization in the global energy interconnection. This paper first analyzes the present development of the crossborder and cross-continent electricity trading mechanisms. The prospects and the innovative cross-border and crosscontinent electricity trading mechanisms are then presented and explored, based on three different interconnection scenarios: the neighbouring country interconnection, multi-country interconnection and regional integration interconnection. By taking these mechanisms, the clean energy can be accessed through the large-scale development, long-distance transmission and wide-range configuration. This will play a critical role in creating win-win benefits for all participating countries and market players, and promoting the development of the global energy interconnection.
