制度约束、信息不对称与高校招标采购

摘要
高校的招标采购工作在现有政策和法律文件约束情况下,往往也会出现和其他招标采购工作类似的问题。本文通过梳理文献、分析招标处采购的运作背景和模式,在Williamson四层次分析框架内研究制度约束与高校招标采购的关系,将招标采购工作中产生问题的原因归结于信息不对称,并通过介绍招标采购中的信息不对称问题,提出建设性的解决方案。
Under the constraints of existing policies and legal documents,colleges and universities' bidding and procurement work will often have similar problems with other tendering and procurement.This article analyzes the relationship between institutional constraints and university tendering procurement within the framework of Williamson's four-level analysis by reviewing the literature and analyzing the operational background and mode of tender procurement,and then attributes the causes of problems in tender procurement to information asymmetry.At last we give some constructive solution by introducing information asymmetry in tender procurement.
