英国新一轮高等教育改革的经验及启示

摘要
英国政府《高等教育和研究法案》的颁布标志着英国高等教育开启了新一轮改革。建立系统严谨的教育质量保障体系,建立为学生发展服务、以学生为中心的大学内部治理结构,突出学生中心地位是其提升高等教育质量的重要途径,这是英国高等教育改革的新趋向。在大学治理中注重资源整合,大学的学术文化发展趋向于教学与科研的平衡,大学经费筹措实现多元渠道,加大和重视生源的国际化拓展等做法对中国高等教育改革发展具有启示与借鉴意义。
The British government promulgated Higher Education and Research Bill. It marks the beginning of a new wave in UK higher education reform. There is a new trend emerging in UK education reform, which implies important approaches to improve higher education quality including building a precise education quality assurance system, setting up a student-centered internal governance structure in university. UK education department lays attention to integrating resources, leads academic culture to the balance of teaching and research, multiplies channels of raising money, enlarges the number of international applicants and pays more attention to them. These steps can be used as reference and are suggestive to deepen higher education reform in China.
