辽宁自贸区大连片区融资租赁发展法律问题探究

摘要
融资租赁对自贸区企业资金供给意义重大。2018年,辽宁自贸区大连片区在对标上海等已建自贸区、复制成功经验的基础上,出台了一系列规范性法律文件,并结合地域特色进行融资租赁创新发展。尽管如此,辽宁自贸区大连片区融资租赁建设仍存在短板,表现为融资租赁的社会认知度不足、融资租赁企业存在多头监管、融资租赁风险防控欠缺、自贸区融资租赁行业协会缺位、融资租赁区域特色创新不足等方面。
Financial Leasing is very important to the capital supply of enterprises in free trade zones.In 2018,Dalian District of Liaoning Free Trade Zone learned from Shanghai and other free trade zones,copied successful examples,issued a series of regulative legal documents,and carried out innovative development of financial leasing based on regional characteristics.Nevertheless,the development of financial leasing in Dalian area of Liaoning Free Trade Zone is still insufficient,which is manifested by the insufficient understanding of financial leasing in the society,the existence of multiple supervisions over financial leasing enterprises,the lack of prevention and control over financial lease risks,the lack of financial leasing industry association in the free trade area,and inadequate innovative regional characteristics,etc.
