2018年中国油气管道建设新进展

摘要
2018年,我国新建成油气管道总里程约2863千米,与上年相比管网建设速度大幅放缓,新建成管道仍以天然气管道为主。截至2018年底,我国油气长输管道总里程累计达到13.6万千米。全年全国天然气表观消费量达到2803亿立方米,同比增长18.1%。天然消费快速增长的同时管网建设速度放缓,反映出我国天然气基础设施能力与需求脱节。国家多项政策密集发布,推动天然气互联互通工程建设。三大国有石油公司加大管道联通实施力度,真正实现天然气资源在全国范围内的联合串换,全国天然气管网互联互通工程建设快速推进。2019年,我国将以天然气管道和互联互通工程建设为重点,加快推进油气管道建设;国家油气管网公司有望成立;中俄东线天然气管道北段投产,该管道将成为我国首条智能化管道;预计我国将启动天然气热值计量准备工作,未来天然气热值计量将在全国逐步推广。
In 2018, the total length of newly-built oil and gas pipelines in China is about 2,863 kilometers. Compared with last year, the construction speed of the pipeline network has slowed down significantly, and the newly-built pipelines are still dominated by natural gas pipelines. By the end of 2018 total mileage of oil and gas pipelines completed in China was about 136,000 kilometers. The annual apparent consumption of natural gas in the country reached 280.3 billion cubic meters,with an increase of 18.1% year-on-year. The rapid growth of natural consumption is accompanied by a slowdown in the construction of the pipeline network, reflecting China's natural gas infrastructure capacity is out of line with its market. A number of national policies on natural gas had been intensively issued so as to continue to strengthen gas infrastructure construction.Three major state-owned oil companies strengthened the implementation of pipeline connectivity, truly realized the joint swap of natural gas resources nationwide and the national natural gas pipeline network connectivity project was rapidly promoted.In 2019, construction of oil and gas pipelines and connectivity would be the focuses and natural gas pipelines still need to be accelerated. National pipeline network company is expected to be established in this year. North parts of Russia-China eastroute gas pipeline will be put into operation and built into China's first intelligent pipeline. Natural gas energy measurement is expected to carry out preparatory work and will be gradually promoted in China.
