全球价值多环流架构下中国先进制造业升级发展

摘要
全球新一轮的工业革命正在掀起序幕,先进制造业作为国家经济可持续健康稳定发展的新增长极,受到全球各国的高度关注。中国先进制造业与发达国家相比还有较大差距。在新工业革命时期,加快中国先进制造业的升级发展,关键是要把握住全球生产体系重构过程中的话语权和主导权。以"一带一路"倡议为契机,构建国际区域价值链(IRVC),可以为我国先进制造业的升级发展拓展国际空间。企业通过对国内价值链和国际区域价值链的治理与拓展,可以提升其价值链综合治理能力,为构建并主导新型全球价值链(New GVC)奠定基础。随着"一带一路"倡议的深化开展,以我国为核心的价值多环流体系(GVC-NVC-IRVC-New GVC)会逐步形成,并成为推动我国先进制造业升级发展的新动力。
The new round of industrial revolution is setting off the prelude.As a new growth pole of the sustainable and healthy development of national economy,advanced manufacturing industry is highly concerned by the countries all over the world.China's advanced manufacturing industry still lags behind developed countries.In the period of new industrial revolution,the key to quicken the upgrading and development of China's advanced manufacturing industry is to grasp the discourse power and the dominant power in the process of reconstructing the global production system.Taking "The Belt and Road" initiative as an opportunity to construct international regional value chain(IRVC)can expand the international space for the upgrading and development of China's advanced manufacturing industry.Through the governance and expansion of national value chain and international regional value chain,the enterprise can improve the comprehensive governance ability of value chain,and lay the foundation for the constructing and leading of the new global value chain(New GVC).With the deepening of " The Belt and Road" initiative,the value multi-circulation system with the core of China will be gradually formed and become a new motive to promote China's advanced manufacturing industry upgrading and development.
