重庆市中央公园周边地区城市设计与实施管控探索

摘要
重庆市中央公园周边地区城市设计与实施管控工作是从宏观到微观全面统筹部署的关于城市设计与实施管控的系列工作探索,具体包含区域、重点地段两个层面的设计任务。区域层面主要任务在于搭建技术统筹平台,定位总体形象,明确系统结构,协调周边区域空间形态,同时以中央公园及周边地区为研究范围,细化城市空间形态,指导控规编制与修改。重点地段层面以中央公园周边地块为管控对象,结合项目建设的动态特征,具体落实、深化并校正区域城市设计的管控要求,对空间形态、建筑及景观风貌进行详细控制,同时采取与控规并行的双控机制,纳入土地出让条件,突出城市设计的实施性。
The urban design and implementation management and control work in the surrounding areas of Chongqing Central Park is a series of work on urban design and implementation management and control from macroscopic to microscopic comprehensive deployment. It includes design tasks at two levels: regional and key locations. The main task at the regional level is to build a technical planning platform,locate the overall image, clarify the system structure, coordinate the spatial pattern of the surrounding area, and at the same time use the Central Park and surrounding areas as the research scope, refine the urban spatial form, and guide the preparation and revision of the control regulations. At the key site level, the central block of the Central Park is used as the control object. Combining with the dynamic characteristics of the project construction, concretely implement, deepen and correct the control requirements of the regional urban design,and control the spatial form, architecture and landscape features in detail. Meanwhile, adopt and control the detailed planning of parallel dual control mechanisms, incorporate land transfer conditions, and highlight the implementation of urban design.
