从“广域型市制”到“聚落型市制”:协调平衡发展下的城乡管理体制优化研究

摘要
一个国家的城乡管理体制必须与经济社会发展阶段相适应。我国现行的广域型市制(或地域型市制)是与我国早中期的工业化和城镇化经济社会发展阶段相适应的,对我国近30年来的工业化和城镇化起了积极的推动作用,促进了我国大城市的发展,但同时也加剧了中小城市小城镇和乡村发展的缓慢或衰退,强化了我国城乡和地区之间发展的不平衡不充分。随着我国工业化和城镇化进入中后期,适时转变我国现行城乡管理体制,建立城乡和区域协调平衡发展的城乡管理体制,不但有助于促进我国经济社会的转型,城乡地区差距缩小,还有助于我国城乡地区之间的和谐、稳定和可持续发展,推进区域协调发展战略和乡村振兴战略的实施。
A country's urban and rural management system must be compatible with the stage of economic and social development. China's current wide-area urban system( or regional-type urban system) is compatible with the early and mid-term industrialization and urbanization,and has played an active and promoting role in China's industrialization and urbanization in the past three decades. It has promoted the development of large cities in China,but it has also aggravated the declining development of medium-small sized towns and villages,which has strengthened the imbalance of development between urban and rural areas in China. As China's industrialization and urbanization enter the middle and late stages,transformation of China's current urban and rural management system and establishment of new coordinated urban and rural management systems will not only help promote China's economic and social transformation,but also narrow the gap between urban and rural areas and make harmonious,stable and sustainable development between urban and rural areas,which will promote the implementation of regional coordinated development strategy and rural revitalization strategy.
