如何认识并全面实施市场准入负面清单制度

摘要
市场准入负面清单制度是我国的一项重大经济体制改革安排,其改革运行受到市场主体和社会大众广泛关注。本文首先对什么是市场准入负面清单进行了界定,探讨了当前我国为什么要实施市场准入负面清单制度,深入分析了市场准入负面清单制度的运行机理,提出清单条目的梳理制定方式。在此基础上,指出当前推进试点工作和全国范围实施市场准入负面清单制度的重点。
The negative list system of market access is a major economic restructuring plan in China. It is a new thing in China, and its reform and operation is widely concerned by market participants and the public. This paper first defines what the negative list of market access is and discusses why China currently implements it,and then,analyzes its operating mechanism and proposes how to formulate the list items. On this basis, the paper points out the current focus of the pilot work and the nationwide implementation.
