基于规划实施的民生设施整合探索——以珠海为例

摘要
从民生设施规划实施的角度入手,分析了当前关于民生设施的研究都集中在政策建议或规划编制层面,如建什么、建多少、建在哪儿等,并没有考虑其实施性内容,即设施供给能力与供给方式,没有明确由谁来建和怎样建。同时,进一步分析了当前民生设施建设和布局中存在的问题,提出民生设施整合是关键,通过整合能有效改善存量地区生活品质。以珠海市民生设施整合规划为例,提出了具体的整合操作指引:对象上,以社区层面的公益性与经营性设施整合为主;思路上,以组织日常生活为原则构建公共设施布局;模式上,以设施兼容建设为主形成整合指引;实践上,以存量地区民生设施整合为试点。最后,讨论了新时代居民对美好生活的内在追求,以及存量背景下的设施供应局限,都将打破规范简单的对千人指标的要求,设施建设的内容、方式和规则都会随之发生改变。
From the perspective of planning implementation, this paper analyzes the current research on public facilities mostly focused on policy recommendations or planning level. It does not consider its implementation content, eg. the supply capacity and the mode of supply. Meanwhile, the article further analyzes the existing problems in the construction and layout of public facilities, and find the integration of facilities is the vital method for improving the quality of life in the developed area. This paper studies on the integration of public facilities in Zhuhai City. In study subject, both the public welfare facilities and the supporting operational facilities are emphasized. In general framework, the public facilities are constructed following the principle of organizing daily life. In the mode, the construction of facilities compatible is the main form of integration guidelines. In practice, the integration of public facilities in the developed area is the pilot project. Finally, the pursuit of the better life and the limitation of the facilities supply under the stock background will break the requirements of thousand person index in public facilities supply. Accordingly, there will be some changes in methods and rules.
