典型城市轨道交通票价调整机制分析及启示

摘要
本文讨论了城市轨道交通浮动票价调整的必要性和意义,通过分析和评价国外典型城市轨道交通浮动票价调整的具体案例,总结其实施经验,结合我国社会经济发展的实际状况、轨道交通企业的运营情况以及国家相关价格法律法规,提出了建立我国城市轨道交通票价调整机制的对策建议,包括轨道交通票价调整公式、参数选取和确定,票价调整机制的启动条件、实施主体、实施流程以及注意事项,以实现市运营企业经济效益和整体社会效益的最大化。
The necessity and significance of floating fare adjustment of urban rail transit were discussed. The implementation experience of floating fare adjustment of typical foreign urban rail transit was summarized by analyzing and evaluating the specific cases. According to the actual situation of domestic social and economic development, the operation situation of rail transit enterprises and the relevant national price laws and regulations, suggestions for establishing the mechanism of urban rail transit fare adjustment in China were put forward. It included the formula of urban rail transit fare adjustment, the selection and determination of parameters in the formula, the launch conditions of fare adjustment mechanism, the main body of the implementation, the process of implementation and the matters which should be noted, which can contribute to maximize the economic benefits of the rail transit enterprises and overall social benefits.
