摘要
改革开放以来,我国学前教育政策议题呈现出明显的阶段性特征,且从20世纪90年代中后期以来议题结构化普遍不佳。近年我国学前教育政策取得了显著发展,但在政策议题方面还面临根本性的体制机制议题尚未深度涉及、议题探索与选择缺乏一致性、具体化不充分、结构化程度不高等突出问题。为推进我国学前教育政策优化和完善,当前政策议题应调整为公共服务体系建构,以此为中心推进议题的结构化,优化议题产生机制,并对政策资源供给以及部分其他相关政策同步调整。
The policy issues of preschool education have shown obvious stages since the reform and opening up,and the issue of structure has been generally poor since the middle and late 1990 s. In recent years,the policy of preschool education in our country has made obvious progress,but the issue of institutional mechanism has not been deeply involved. In order to promote the scientific and effective policy of preschool education,policy issues should focus on the fundamental problem of the development of preschool education,the construction of public service system,and then take this as the center to promote the effective structure of the issues,optimize the mechanism of issue generation,and adjust the supply of policy resources and other policies synchronously.
