摘要
2018年10月10日至11月3日,西藏自治区境内的金沙江白格和雅鲁藏布江米林,分别在同一地点先后两次发生了大规模山体滑坡和冰川泥石流,滑坡、冰川泥石流堆积物分别堵塞了金沙江和雅鲁藏布江干流而形成堰塞湖,严重威胁着堰塞体上下游人民群众的生命财产和下游已建及在建水利设施的安全。简要回顾了金沙江和雅鲁藏布江前后发生的4次堰塞湖及其应急处置工作,总结应急处置过程中的经验和启示,对提升堰塞湖应急处置技术支撑能力提出了思考建议,以期为今后处理类似事件提供借鉴。
        Baige and Milin are two villages sitting on the riverside of Jinsha River and Yarlung Zangbo River, and they experienced large-scale landslides and glacier debris flow twice at the same site in the Tibet Autonomous region between October 10 th and November 3 rd of 2018. Deposits from the landslides and debris flow blocked the mainstream of the Jinsha River and the Yarlung Zangbo River, and formed barrier lakes, which posed serious threats to lives and property of local residents in the upstream and downstream of the landslide dam, along with the safety of downstream water conservancy facilities built or under construction. We undertook brief review on the four barrier lakes formed in the Jinsha River and the Yarlung Zangbo River, and the corresponding emergency response countermeasures. We summarize some experiences and enlightenments during the emergency responses, and put forward suggestions on improving technical support to such accidents, so as to provide reference for dealing with similar accidents in the future.
