环境污染治理中府际合作模式效果研究——基于典型事件的多案例分析

随着经济社会的发展,跨界大气污染和水体污染问题日益严峻,环境治理成为中国治理体系与治理能力现代化建设的重要内容。通过选取国内近期9个典型案例,以府际合作模式为自变量,合作主体间互利程度为中介变量,环境治理效果为因变量,府际合作执行能力为调节变量,采用受控比较中的求异法进行比较研究,探索不同府际合作模式对环境治理效果的影响,以及产生对应效果的原因。分析发现,环境治理效果受府际合作互利程度影响;高互利程度的府际合作比低互利程度的府际合作更有效;府际合作执行能力对环境治理效果起调节作用。
Trans-boundary air and water pollution is becoming critically serious with the economic and social development.The environmental governance is an important aspect in modern governance system and the modernization of management capability in China.The paper,taking the mode of governmental cooperation as the independent variable,the degree of mutual benefit of the cooperation subjects as the mediating variable,the effects of environmental governance as the dependent variable,and the executive capability of intergovernmental cooperation as the moderating variable,analyzes the nine typical cases in our country.A comparative case study is conducted by the method of seeking difference of controlled comparison and the ways and causes of different modes of intergovernmental governmental cooperation influencing the effects of environmental governance are explored.The results show that the effects of environmental governance are influenced by the degree of mutual benefit of intergovernmental cooperation,intergovernmental cooperation of the high mutual benefit being more effective than that of the low mutual benefit and the executive capability of intergovernmental cooperation regulating the effects of environmental governance.
