摘要
全球气候变暖、温室气体逐渐增加以及雾霾天气的日渐拉长,导致我国城市发展的压力剧增。低碳城市作为全新的城市运行模式,成为缓解这些问题和压力的关键性举措,而如何实现其建设中的去碳化目标,属于建设中的关键。在全面阐述低碳城市的内涵及其建设意义基础之上,高度归纳概括出低碳城市建设的现状与问题,并从内核、导引、保障和依托四大层面构建出低碳城市建设中的去碳化框架,进而提出深入推广低碳理念,建立健全相关制度体系与加强低碳城市的差异化建设,提升其建设效率等加强低碳城市建设中的去碳化路径。
The global warming, the gradual increase of greenhouse gases and the increasing frequency of haze weather have resulted in the increasing pressure of city development in China. As a brand new urban operational mode, low carbon city has become a key measure to alleviate these problems and pressures, and how to achieve the de-carbonization goal in the construction is the key to the construction. Based on the detailed introduction to the connotation of low carbon city and the significance of construction, this article highly summarizes the status quo and problems of the construction of the low carbon city. It builds the de-carbonization framework in the construction of low carbon city from four aspects of kernel, guide, security and reliance. It is necessary to further spread the low carbon concept, establish and perfect the related system, focus on the differentiation in the construction of low carbon city, and enhance the construction efficiency to strengthen the de-carbonization path in the construction of low carbon city.
